Hello!  Happy new year. May you live a long healthy life and prosper.<br />
According to a study by US dept. of Health &#038; Human Services, 96% of Americans never achieve financial independence.   They end up depending on charity, welfare, family, or are forced to keep working past their retirement age.<br />
According to the IRS, 85% of the people reaching age 65 years don&#8217;t have even $200 in their bank accounts!   US Census Bureau says that 97% of Americans never realize their dreams and desires in life, and are forced to retire on annual income of $10,000 or less!<br />
The average American is $15,000 in debt, not including their homes and car payments.<br />
Parents will have to spend over $150,000+ to raise their kids to the age of 18 years, and will spend another $77,000 to send them to college.<br />
Every day, about 2,200 Americans lose their jobs, while more than 20,000 families lose their homes to foreclosure every year, and another  500,000 file for personal bankruptcy.<br />
Some of the largest US corporations have been continuously downsizing their work force and laying  off thousands of people during the past ten years.<br />
America is weakening and sinking deeper into a debt nation.   The paradox is that America is the richest and greatest nation on earth, and yet millions of the people live below the poverty level.<br />
Why is it so?  Why is it that 1% of the Americans control 37% of all wealth, 60% of all the corporations, and 10% of all the real estate?<br />
One of the reasons is that most people do not know the SECRETS of the RICH and POWERFUL and are ignorant of the dynamics of wealth creation, preservation and perpetuation.<br />
The majority of the people have been misled to believe that to achieve financial security, success and happiness, all they have to do is to go to college, obtain a degree and get a job.<br />
Nothing can be further from the Truth!<br />
To make both ends meet, both husbands and wives have to go to work.<br />
In some cases, some people have two or more jobs: day job, evening job, and weekend job.<br />
They spend every minute of their lives running from one job to the next, and have no time to enjoy the money they make or the company and love of their families.<br />
Both the husband and wife hardly have time for each other or their children.<br />
The children have no role models and are devoid of proper parenting.  Some start missing classes, hanging out with the wrong gang, using drugs and committing crimes.<br />
This leads to moral decay, lack of discipline, dropping out of school and life in and out of prison, teenage pregnancy and  welfare dependency.<br />
It is pathetic!   Even when both parents are working, they still have mountains of bills to pay: mortgage, car, credit card bills and personal loans.<br />
When they lose their jobs, they are unable to continue with the payments, so they lose their car, then their homes and credit line and probably  end up on skid rows.<br />
This leads to marital strife, discontent, divorce and depression.<br />
And life in other continents and countries of the world are not better!<br />
Since the economies and the currencies of the other countries of the world depend largely on American economy and currency, whatever happens in America ultimately affects the other countries!<br />
America gives billions of dollars in financial and military aids annually to many countries in the world.<br />
But many of the governments of these countries (especially the developing ones) are corrupt to the bone!<br />
They steal these billions of dollars and salt them away in secret Swiss Bank accounts.<br />
They don&#8217;t use it to build manufacturing industries that will create jobs for their country people.<br />
They don&#8217;t use it to build the infrastructures to enhance the quality of life of their people.<br />
Their people have no modern amenities and infrastructures, good roads, electricity, running water,  telecommunication service, or jobs.<br />
They have no business, no future and no hope!<br />
That explains why some of them dabble in scams, while others escape to seek a better fate in America and European countries.<br />
Instead of giving billions of dollars to these corrupt governments that enrich a few corrupt politicians, why not give the same billions of dollars to American corporations so they can go to those countries and help them build up their economies and create jobs that benefit the people?<br />
That is what American government should be doing, if it is seriously interested in helping people from other countries of the world.<br />
This may help improve international relationships and restore the respect and love that other countries once had for America.<br />

I&#8217;ve decided to go public with my intentions: I will not be asking Ann Coulter for a date. There are some good reasons.<br />
First, I&#8217;m married. Second, there is a substantial age differential. And, third, I fear rejection.<br />
While reading Coulter&#8217;s book, How to Talk to Liberals (If You Must), I thought about the prospects.<br />
A single, middle-aged guy who&#8217;s still trying to look like he&#8217;s in his 20s would make a perfect match. But before you pick up the phone to pop the question, there are some things you need to know.<br />
Keep in mind, for example, that Ann Coulter is relatively good looking. &quot;Relative to what?&quot; you ask. &quot;A &#8216;58 Buick? Tapioca? Phyllis Schlafly?&#8221;<br />
Yes.<br />
You&#8217;ll also want to know that Coulter was born and raised in the Bubba Belt. That&#8217;s important. Not because she&#8217;s Ann Coulter, but because it&#8217;s a date. Any guy who&#8217;s opened the door for feminist, been called a chauvinist and then jabbed with an upper right (knee) knows all about this. Coulter is no feminist. You will open the door for her. And if you don&#8217;t, you may get jabbed with an upper right.<br />
And that brings me to another announcement. Thursday, April 1, all the women of the world are to meet in my living room. If you are a feminist, you will be tattooed with an X on your forehead. If you are not a feminist, you will be marked with an O. That will end door-opening offenses for women and considerable pain for men.<br />
Back to our date with Coulter.<br />
You will pick her up at her stylish Washington, D.C. apartment, say, 5ish. When you first see the flow of long blond hair covering the left-side of her face [see photo here], you may want to raise your eyebrows twice. That&#8217;s body language. It means &quot;hubba-hubba&quot; in Bubbaland. However, the significance of the left-face covering should not be noticed. Just gaze into her gorgeous right eyeball.<br />
The preferred date for the evening will be the NBA game. The Indiana Pacers will be playing the Detroit Bullets-oops-Pistons. Granted, it&#8217;s an unlikely event in Washington, but this is an imaginary date. Don&#8217;t get excited.<br />
Small talk in route to the event will be in order. You will notice Coulter loves words that no one can use or understand, except for her and William F. Buckley, Jr. The most common is &quot;felonious.&quot; According the dictionary.com, the word is defined as &quot;adj., relating to anyone Ann Coulter finds disagreeable.&quot;<br />
It also works well in titles. There was Alexander the Great, Richard the Lionhearted and, according the Coulter, Bill Clinton the Felonious Liar.<br />
Sitting somewhere in the arena will be interesting. Coulter will glare with her right eye at the massive structure and lament that its lugubrious bathos was built with lachrymose tax dollars by schadenfreude liberals; all words found on pages 128 and 129 of her book.<br />
Not to worry. Excuse yourself during the first fight and go to the gift shop in the lobby. You&#8217;ll want to buy a voice-activated electronic dictionary with a LCD screen. There is no gift shop, but there is the hair-coming-out-his-nose hotdog stand guy and &#8211; just your luck &#8211; he&#8217;s still got a few electronic dictionaries for $14.95; $16.95 with mustard.<br />
Back in the stands, you can now understand Coulter. Contretemps, you learn, means, affliction; epiphanic means something akin to religious, and @#%&#038;* (page 309) means Hillary&#8217;s serious about running for president.<br />
Wise guy that you are, you&#8217;ll want to have a bit of humor ready when the Pacers and Pistons square off in row 12. While Artest is punching an epiphanic (page 105) fan in the nose, you will turn and look Coulter in the eye and quip, &quot;Geez, I didn&#8217;t know these guys could play hockey!!&quot;<br />
If she sniggles (not in her book), you&#8217;ve made a hit. If she rambles on about why white hockey players don&#8217;t get fined for fighting because they&#8217;re, uh, white, then you&#8217;ve got a ways to go.<br />
With the game over, it&#8217;s time to escort Coulter to a fine dining establishment. At your date&#8217;s behest, you mark Ben and Jerry&#8217;s off the list. Chinese sounds good and if you can&#8217;t understand your waiter, does it matter? You can&#8217;t understand your date, either.<br />
The conversation turns to politics. (Who woulda known.) Coulter&#8217;s right eye gleams as she rants about feminist cornpones (page 235), gun owners&#8217; rights and the need to squarsh the IRS like a bug. So far so good. You decide you may have met your match.<br />
But then you bring up civil liberties and Coulter tussles her hair and ? gasp! ? she has a left eye after all. Her right eye now covered, she goes apoplectic over the smarminess of the war on drugs (pages 246 and 44.) &quot;It&#8217;s not about drugs,&quot; you explain. &quot;It&#8217;s about personal rights.&quot;<br />
Her left eye glares.<br />
&quot;You know,&quot; you add, &quot;like the Patriot Act.&quot;<br />
Her left eye bugs out.<br />
Enough is enough, you decide. Noting the O tattooed on her forehead, you get to pick up the tab. And the tip.<br />
The evening ends when you walk Coulter to the door of her crib and give her a friendly kiss her on her tattoo. &quot;No wonder,&quot; you surmise, &quot;the Libertarians in Connecticut didn&#8217;t want her on their ticket.&quot;<br />
Your conclusion is ineluctable (page 30.)<br />

We know that the International Terrorists like the idea of attacking buses as we watch every week another attack in Israel. There have many ideas on how buses like Greyhound might protect the drivers through use of a high-tech ultra-strength plastic shields or enclosed see-through boxes. Lately Canada and the FBI in <a href="http://selectarticles.info/tags/united-states/" class="st_tag internal_tag" rel="tag" title="Posts tagged with united states">United States</a> have been looking at tour buses traveling into the country, looking into the riders and drivers. I once had a call from a Tour Bus Operator in Ontario Canada on his way to Florida Coast with Tourists, he was going to stop in Columbus GA or Across the river in Phoenix City, Alabama for the night and was needing a Bus Wash. (My company washes Buses; http://www.BusWashGuys.com ).<br />
Think about this they found a make shift training facility for terrorism up the road about 45 miles. The bus again was to be driven from Canada to AL, with no scheduled stops. With large school districts sub contracting the school buses in this country and out sourcing though companies like Laidlaw, a Canadian Company along with the Greyhound Company owned by a Canadian holding company we need to be sure that our transportation system, which utilizes buses to deliver people to their desired destinations is watched closely. These buses travel along with private automobiles and share the roads, highway, freeways and toll ways. Having a strong bus sector for travel helps in that people can travel for less by bus and they have more options of where the buses can go. Some of these Greyhound buses go 500,000 miles between oil changes, the motors are never turned off, this is the level of efficiency and is rarely matched in public transportation systems.<br />
Buses are an integral part of our Flow of Transportation. Without buses schools would have a trouble educating our kids. In the future we will have more schools using the Internet for the hard to get to rural areas. One option is to schedule schools on staggered schedules based on where you live. So if you live on the East side of town you might go to school on Mondays and Wednesdays only. This would allow for areas to spend less on schools and get more work done and lower class size without bankrupting states, it would also alleviate the problems of massive amounts of buses to deliver kids to somewhere else to be taught, here are some thoughts on how we might assist schools without disrupting peak flows in the transportation departments of the educational facilities. If the weather is stormy it is unacceptable to put kids in a bus and risk driving them to school through rural areas with unsafe roads for the conditions.<br />
Eventually those areas with over stressed budgets can look into the issues of large bus contracts or large bus fleets to move kids to schools which are not ready to accept such large temporary inflows of kids which might only last for a few years and then the school is under-utilized, thus might need to close and bus those kids even further in the future. We need to protect our buses from International Terrorist without causing a pandemic of fear which decreases rider-ship and destroys the economies of scale needed for a successful transportation system; whether it is taking people across town, across country or simply to school.  Think about it.<br />

Some call it the &#8220;unofficial&#8221; or &#8220;informal&#8221; economy, others call it the &#8220;grey economy&#8221; but the old name fits it best: the &#8220;black economy&#8221;. In the USA &#8220;black&#8221; means &#8220;profitable, healthy&#8221; and this is what the black economy is. Macedonia should count its blessings for having had a black economy so strong and thriving to see it through the transition. If Macedonia had to rely only on its official economy it would have gone bankrupt long ago.<br />
The black economy is made up of two constituent activities:</p>
<ul>
<li>Legal activities that are not reported to the tax authorities and the income from which goes untaxed and unreported. For instance: it is not illegal to clean someone&#8217;s house, to feed people or to drive them. It is, however, illegal to hide the income generated by these activities and not to pay tax on it. In most countries of the world, this is a criminal offence, punishable by years in prison.
<li>Illegal activities which, needless to say, are also not reported to the state (and, therefore, not taxed).
</ul>
<p>These two types of activities together are thought to comprise between 15% (USA, Germany) to 60% (Russia) of the economic activity (as measured by the GDP), depending on the country. It would probably be an underestimate to say that 40% of the GDP in Macedonia is &#8220;black&#8221;. This equals 1.2 billion USD per annum. The money generated by these activities is largely held in foreign exchange outside the banking system or smuggled abroad (even through the local banking system). Experience in other countries shows that circa 15% of the money &#8220;floats&#8221; in the recipient country and is used to finance consumption. This should translate to 1 billion free floating dollars in the hands of the 2 million citizens of Macedonia. Billions are transferred to the outside world (mostly to finance additional transactions, some of it to be saved in foreign banks away from the long hand of the state). A trickle of money comes back and is &#8220;laundered&#8221; through the opening of small legal businesses.<br />
These are excellent news for Macedonia. It means that when the macro-economic, geopolitical and (especially) the micro-economic climates will change ? billions of USD will flow back to Macedonia. People will bring their money back to open businesses, to support family members and just to consume it. It all depends on the mood and on the atmosphere and on how much these people feel that they can rely on the political stability and rational management. Such enormous flows of capital happened before: in Argentina after the Generals and their corrupt regime were ousted by civilians, in Israel when the peace process started and in Mexico following the signature of NAFTA, to mention but three cases. These reserves can be lured back and transform the economy.<br />
But the black economy has many more important functions.<br />
The black economy is a cash economy. It is liquid and fast. It increases the velocity of money. It injects much needed foreign exchange to the economy and inadvertently increases the effective money supply and the resulting money aggregates. In this sense, it defies the dictates of &#8220;we know better&#8221; institutions such as the IMF. It fosters economic activity and employs people. It encourages labour mobility and international trade. Black economy, in short, is very positive. With the exception of illegal activities, it does everything that the official economy does ? and, usually, more efficiently.<br />
So, what is morally wrong with the black economy? The answer, in brief: it is exploitative. Other parts of the economy, which are not hidden (though would have liked to be), are penalized for their visibility. They pay taxes. Workers in a factory owned by the state or in the government service cannot avoid paying taxes. The money that the state collects from them is invested, for instance, in infrastructure (roads, phones, electricity) or used to pay for public services (education, defence, policing). The operators of the black economy enjoy these services without paying for them, without bearing the costs and worse: while others bear the costs. These encourages them, in theory to use these resources less efficiently.<br />
And all this might be true in a highly efficient, almost ideal market economy. The emphasis is on the word &#8220;market&#8221;. Unfortunately, we all live in societies which are regulated by bureaucracies which are controlled (in theory, rarely in practice) by politicians. These elites have a tendency to misuse and to abuse resources and to allocate them in an inefficient manner. Even economic theory admits that any dollar left in the hands of the private sector is much more efficiently used than the same dollar in the hands of the most honest and well meaning and well planning civil servant. Governments all over the world distort economic decisions and misallocate scarce economic resources.<br />
Thus, if the goals are to encourage employment and economic growth ? the black economy should be welcomed. This is precisely what it does and, by definition, it does so more efficiently than the government. The less tax dollars a government has ? the less damage it does. This is an opinion shares by most economists in the world today. Lower tax rates are an admission of this fact and a legalization of parts of the black economy.<br />
The black economy is especially important in times of economic hardships. Countries in transition are a private case of emerging economies which are a private case of developing countries which used to be called (in less politically correct times) &#8220;Third World Countries&#8221;. They suffer from all manner of acute economic illnesses. They lost their export markets, they are technologically backward, their unemployment skyrockets, their plant and machinery are dilapidated, their infrastructure decrepit and dysfunctional, they are lethally illiquid, they become immoral societies (obligations not honoured, crime flourishes), their trade deficits and budget deficits balloon and they are conditioned to be dependent on handouts and dictates from various international financial institutions and donor countries.<br />
Read this list again: isn&#8217;t the black economy a perfect solution until the dust settles?<br />
It enhances exports (and competitiveness through imports), it encourages technology transfers, it employs people, it invests in legitimate businesses (or is practised by them), it adds to the wealth of the nation (black marketeers are big spenders, good consumers and build real estate), it injects liquidity to an otherwise dehydrated market. Mercifully, the black economy is out of the reach of zealous missionaries such as the IMF. It goes its own way, unnoticed, unreported, unbeknownst, untamed. It doesn&#8217;t pay attention to money supply targets (it is much bigger than the official money supply figure), or to macroeconomic stability goals. It plods on: doing business and helping the country to survive the double scourges of transition and Western piousness and patronizing. As long as it is there, Macedonia has a real safety net. The government is advised to turn a blind eye to it for it is a blessing in disguise.<br />
There is one sure medicine: eliminate the population and both unemployment and inflation will be eliminated. Without the black economy, the population of Macedonia would not have survived. This lesson must be remembered as the government prepares to crack down on the only sector of the economy which is still alive and kicking.<br />
Operational Recommendations<br />
The implementation of these recommendations and reforms should be obliged to be GRADUAL. The informal economy is an important pressure valve for the release of social pressures, it ameliorates the social costs inherent to the period of transition and it constitutes an important part of the private sector.<br />
As we said in the body of our report, these are the reasons for the existence of an informal economy and they should be obliged to all be tackled:</p>
<ul>
<li>High taxation level (in Macedonia, high payroll taxes)
<li>Onerous labour market regulations
<li>Red tape and bureaucracy (which often leads to corruption)
<li>Complexity and unpredictability of the tax system
</ul>
<p>Reporting Requirements and Transparency</p>
<ul>
<li>All banks should be obliged to report foreign exchange transactions of more than 10,000 DM (whether in one transaction or cumulatively by the same legal entity). The daily report should be submitted to the Central Bank. In extreme cases, the transactions should be investigated.
<li>All the ZPP account numbers of all the firms in Macedonia should be publicly available through the Internet and in printed form.
<li>Firms should be obliged by law to make a list of all their bank accounts available to the ZPP, to the courts and to plaintiffs in lawsuits.
<li>All citizens should be obliged to file annual, personal tax returns (universal tax returns, like in the USA). This way, discrepancies between personal tax returns and other information can lead to investigations and discoveries of tax evasion and criminal activities.
<li>All citizens should be obliged to file bi-annual declarations of personal wealth and assets (including real estate, vehicles, movables, inventory of business owned or controlled by the individual, financial assets, income from all sources, shares in companies, etc.)
<li>All retail outlets and places of business should be required to install ? over a period of 3 years ? cash registers with &#8220;fiscal brains&#8221;. These are cash registers with an embedded chip. The chips are built to save a trail (detailed list) of all the transactions in the place of business. Tax inspectors can pick the chip at random, download its contents to the tax computers and use it to issue tax assessments. The information thus gathered can also be crossed with and compared to information from other sources (see: &#8220;Databases and Information Gathering&#8221;). This can be done only after the full implementation of the recommendations in the section titled &#8220;Databases and Information Gathering&#8221;. I do not regard it as an effective measure. While it increases business costs ? it is not likely to prevent cash or otherwise unreported transactions.
<li>All taxis should be equipped with taximeters, which include a printer. This should be a licencing condition.
<li>Industrial norms (for instance, the amount of sugar needed to manufacture a weight unit of chocolate, or juice) should be revamped. Norms should NOT be determined according to statements provided by the factory &#8211; but by a panel of experts. Each norm should be signed by three people, of which at least one is an expert engineer or another expert in the relevant field. Thought should be dedicated to the possibility of employing independent laboratories to determine norms and supervise them.
<li>Payments in wholesale markets should be done through a ZPP counter or branch in the wholesale market itself. Release of the goods and exiting the physical location of the wholesale market should be allowed only against presentation of a ZPP payment slip.
</ul>
<p>Reduction of Cash Transactions</p>
<ul>
<li>Cash transactions are the lifeblood of the informal economy. Their reduction and minimization is absolutely essential in the effort to contain it. One way of doing it is by issuing ZPP payment (debit) cards to businesses, firm and professionals. Use of the payment cards should be mandatory in certain business-to-business transactions.
<li>All exchange offices should be obliged to issue receipt for every cash transaction above 100 DM and to report to the Central Bank all transactions above 1000 DM. Suspicious transactions (for instance, transactions which exceed the financial wherewithal of the client involved) should be duly investigated.
<li>The government can reduce payroll taxes if the salary is not paid in cash (for instance, by a transfer to the bank account of the employee). The difference between payroll taxes collected on cash salaries and lower payroll taxes collected on noncash salaries ? should be recovered by imposing a levy on all cash withdrawals from banks. The banks can withhold the tax and transfer it to the state monthly.
<li>Currently, checks issued to account-holders by banks are virtually guaranteed by the issuing banks. This transforms checks into a kind of cash and checks are used as cash in the economy. To prevent this situation, it is recommended that all checks will be payable to the beneficiary only. The account-holder will be obliged to furnish the bank with a monthly list of checks he or she issued and their details (to whom, date, etc.). Checks should be valid for 5 working days only.
<li>An obligation can be imposed to oblige businesses to effect payments only through their accounts (from account to account) or using their debit cards. Cash withdrawals should be subject to a withholding tax deducted by the bank. The same withholding tax should be applied to credits given against cash balances or to savings houses (stedilnicas). Alternatively, stedilnicas should also be obliged to deduct, collect and transfer the cash withdrawal withholding tax.
<li>In the extreme and if all other measures fail after a reasonable period of time, all foreign trade related payments should be conducted through the Central Bank. But this is really a highly irregular, emergency measure, which I do not recommend at this stage.
<li>The interest paid on cash balances and savings accounts in the banks should be increased (starting with bank reserves and deposits in the central bank).
<li>The issuance of checkbook should be made easy and convenient. Every branch should issue checkbooks. All the banks and the post office should respect and accept each other&#8217;s checks.
<li>A Real Time Gross Settlement System should be established to minimize float and facilitate interbank transfers.
</ul>
<p>Government Tenders</p>
<ul>
<li>Firms competing for government tenders should be obliged to acquire a certificate from the tax authorities that they owe no back-taxes. Otherwise, they should be barred from bidding in government tenders and RFPs (Requests for Proposals).
</ul>
<p>Databases and Information Gathering</p>
<ul>
<li>Estimating the informal economy should be a priority objective of the Bureau of Statistics, which should devote considerable resources to this effort. In doing so, the Bureau of Statistics should coordinate closely with a wide variety of relevant ministries and committees that oversee various sectors of the economy.
<li>All registrars should be computerized: land, real estate, motor vehicles, share ownership, companies registration, tax filings, import and export related documentation (customs), VAT, permits and licences, records of flights abroad, ownership of mobile phones and so on. The tax authorities and the Public Revenue Office (PRO) should have unrestricted access to ALL the registers of all the registrars. Thus, they should be able to find tax evasion easily (ask for sources of wealth- how did you build this house and buy a new car if you are earning 500 DM monthly according to your tax return?)
<li>The PRO should have complete access to the computers of the ZPP and to all its computerized and non-computerized records.
<li>The computer system should constantly compare VAT records and records and statements related to other taxes in order to find discrepancies between them.
<li>Gradually, submissions of financial statements, tax returns and wealth declarations should be computerized and done even on a monthly basis (for instance, VAT statements).
<li>A system of informants and informant rewards should be established, including anonymous phone calls. Up to 10% of the intake or seizure value related to the information provided by the informant should go to the informant.
</ul>
<p>Law Enforcement</p>
<ul>
<li>Tax inspectors and customs officials should receive police powers and much higher salaries (including a percentage of tax revenues). The salaries of all tax inspectors ? regardless of their original place of employment ? should be equalized (of course, taking into consideration tenure, education, rank, etc.).
<li>Judges should be trained and educated in matters pertaining to the informal economy. Special courts for taxes, for instance, are a good idea (see recommendation below). Judges have to be trained in tax laws and the state tax authorities should provide BINDING opinions to entrepreneurs, businessmen and investors regarding the tax implications of their decisions and actions.
<li>It is recommended to assign tax inspectors to the public prosecutors&#8217; office to work as teams on complex or big cases.
<li>To establish an independent Financial and Tax Police with representatives from all relevant ministries but under the exclusive jurisdiction of the PRO. The remit of this Police should include all matters financial (including foreign exchange transactions, property and real estate transactions, payroll issues, etc.)
<li>Hiring and firing procedures in all the branches of the tax administration should be simplified. The number of administrative posts should be reduced and the number of tax inspectors and field agents increased.
<li>Tax arrears and especially the interest accruing thereof should be the first priority of the ZPP, before all other payments.
<li>All manufacturers and sellers of food products (including soft drinks, sweetmeats and candy, meat products, snacks) should purchase a licence from the state and be subjected to periodic and rigorous inspections.
<li>All contracts between firms should be registered in the courts and stamped to become valid. Contracts thus evidenced should be accompanied by the registration documents (registrar extract) of the contracting parties. Many &#8220;firms&#8221; doing business in Macedonia are not even legally registered.
</ul>
<p>Reforms and Amnesty</p>
<ul>
<li>A special inter-ministerial committee with MINISTER-MEMBERS and headed by the PM should be established. Its roles: to reduce bureaucracy, to suggest appropriate new legislation and to investigate corruption.
<li>Bureaucracy should be pared down drastically. The more permits, licences, tolls, fees and documents needed ? the more corruption. Less power to state officials means less corruption. The One Stop Shop concept should be implemented everywhere.
<li>A general amnesty should be declared. Citizens declaring their illegal wealth should be pardoned BY LAW and either not taxed or taxed at a low rate once and forever on the hitherto undeclared wealth.
</ul>
<p>The Tax Code</p>
<ul>
<li>To impose a VAT system. VAT is one the best instruments against the informal economy because it tracks the production process throughout a chain of value added suppliers and manufacturers.
<li>The Tax code needs to be simplified. Emphasis should be placed on VAT, consumption taxes, customs and excise taxes, fees and duties. To restore progressivity, the government should directly compensate the poor for the excess relative burden.
<li>After revising the tax code in a major way, the government should declare a moratorium on any further changes for at least four years.
<li>The self-employed and people whose main employment is directorship in companies should be given the choice between paying a fixed % of the market value of their assets (including financial assets) or income tax.
<li>All property rental contracts should be registered with the courts. Lack of registration in the courts and payment of a stamp tax should render the contract invalid. The courts should be allowed to evidence and stamp a contract only after it carries the stamp of the Public Revenue Office (PRO). The PRO should register the contract and issue an immediate tax assessment. Contracts, which are for less than 75% of the market prices, should be subject to tax assessment at market prices. Market prices should be determined as the moving average of the last 100 rental contracts from the same region registered by the PRO.
<li>Filing of tax returns ? including for the self-employed ? should be only with the PRO and not with any other body (such as the ZPP).
</ul>
<p>Legal Issues</p>
<ul>
<li>The burden of proof in tax court cases should shift from the tax authorities to the person or firm assessed.
<li>Special tax courts should be established within the existing courts. They should be staffed by specifically trained judges. Their decisions should be appealed to the Supreme Court. They should render their decisions within 180 days. All other juridical and appeal instances should be cancelled ? except for an appeal instance within the PRO. Thus, the process of tax collection should be greatly simplified. A tax assessment should be issued by the tax authorities, appealed internally (within the PRO), taken to a tax court session (by a plaintiff) and, finally, appealed to the Supreme Court (in very rare cases).
<li>The law should allow for greater fines, prison terms and for the speedier and longer closure of delinquent businesses.
<li>Seizure and sale procedures should be specified in all the tax laws and not merely by way of reference to the Income Tax Law. Enforcement provisions should be incorporated in all the tax laws.
<li>To amend the Law on Tax Administration, the Law on Personal Income Tax and the Law on Profits Tax as per the recommendations of the IRS experts (1997-9).
</ul>
<p>Customs and Duties</p>
<ul>
<li>Ideally, the customs service should be put under foreign contract managers. If this is politically too sensitive, the customs personnel should be entitled to receive a percentage of customs and duties revenues, on a departmental incentive basis. In any case, the customs should be subjected to outside inspection by expert inspectors who should be rewarded with a percentage of the corruption and lost revenues that they expose.
<li>In the case of imports or payments abroad, invoices, which include a price of more than 5% above the list price of a product, should be rejected and assessment for the purposes of paying customs duties and other taxes should be issued at the list price.
<li>In the case of exports or payments from abroad, invoices which include a discount of more than 25% on the list price of a product should be rejected and assessment for the purposes of paying customs duties and other taxes should be issued at the list price.
<li>The numbers of tax inspectors should be substantially increased and their pay considerably enhanced. A departmental incentive system should be instituted involving a percentage of the intake (monetary fines levied, goods confiscated, etc.)
<li>The computerized database system (see &#8220;Databases and Information Gathering&#8221;) should be used to compare imports of raw materials for the purposes of re-export and actual exports (using invoices and customs declarations). Where there are disparities and discrepancies, severe and immediate penal actions should be taken. Anti-dumping levies and measures, fines and criminal charges should be adopted against exporters colluding with importers in hiding imported goods or reducing their value.
<li>Often final products are imported and declared to the customs as raw materials (to minimize customs duties paid). Later these raw materials are either sold outright in the domestic or international markets or bartered for finished products (for example: paints and lacquers against furniture or sugar against chocolate). This should be a major focus of the fight against the informal economy. I follow with an analysis of two products, which are often abused in this manner.
<li>I study two examples (white sugar and cooking oil) though virtually all raw materials and foods are subject to the aforementioned abuse.
<li>White Sugar is often imported as brown sugar. One way to prevent this is to place sugar on the list of LB (import licence required) list, to limit the effective period of each licence issued, to connect each transaction of imported brown sugar to a transaction of export, to apply the world price of sugar to customs duties, to demand payment of customs duties in the first customs terminal, to demand a forwarder&#8217;s as well as an importer&#8217;s guarantee and to require a certificate of origin. The same goes for Cooking Oil (which ? when it is imported packaged ? is often declared as some other goods).
<li>All payments to the customs should be made only through the ZPP. Customs and tax inspectors should inspect these receipts periodically.
<li>All goods should be kept in the customs terminal until full payment of the customs duties, as evidenced by a ZPP receipt, is effected.
</ul>
<p>Public Campaign</p>
<ul>
<li>The government should embark on a massive Public Relations and Information campaign. The citizens should be made to understand what is a budget, how the taxes are collected, how they are used. They should begin to view tax evaders as criminals. &#8220;He who does not pay his taxes ? is stealing from you and from your children&#8221;, &#8220;Why should YOU pay for HIM?&#8221; &#8220;If we all did not pay taxes- there would be no roads, bridges, schools, or hospitals&#8221; (using video to show disappearing roads, bridges, suffering patients and students without classes), &#8220;Our country is a partnership ? and the tax-evader is stealing from the till (kasa)&#8221; and so on.
<li>The phrase &#8220;Gray Economy&#8221; should be replaced by the more accurate phrases &#8220;Black Economy&#8221; or &#8220;Criminal Economy&#8221;.
</ul>

If slavery has not worked well, then cloning if it heads down the path of clones being considered less than equal could spell disaster for the future of humanity. Yet if there was a limit on the number of clones, then one could transfer their thoughts to the next clone and thus all the knowledge and experiences of mankind would not be lost in each period due to the people who perished in the previous period. However cloning is an advanced technology from our current position and the extension of life is also closely related in that one could simply repair and replace organs and continue living and there would be no need to clone, simply continue living until you were tired of living, have a clone and call Dr. Kervorkian or sign up for the next war, dangerous sport or international conflict.<br />
It appears that if mankind does decide to clone and then makes those clones any lesser to any degree than the originator then the whole thing starts over again. If the originator aspires to be top dog then the clones will have those thoughts and wish to over power the originator. If the clones are all considered the originator then the possibility for future stability is much greater. If all humans were considered God and all of the same then no one would be trying to become god as they were already considered such. In the case of cloning all the clones would be considered the originator and therefore no lesser, this would imply that the copies are in fact perfect copies and therefore there should be no clone considered the lesser or to be ruled over another in the family of clones. Can we make perfect copies through cloning? Science says yes, in time we will be able to do just that. Great but right now it appears we cannot. Are we prepared to experiment with cloning and make not perfect copies, mistakes, and cause irreversible problems for the clone? In the US it appears we now have some laws preventing scientists from practicing cloning by law. In other countries they are currently trying and will most likely continue to try until they get it right.<br />
Cloning is coming and even if the <a href="http://selectarticles.info/tags/united-states/" class="st_tag internal_tag" rel="tag" title="Posts tagged with united states">United States</a> says &quot;life is not for sale&quot; that does not mean a nearby country will not become the cloning capital of the world. Whether we choose to face these issues now, sooner or later we will. Think about it.<br />

However, with BJP National Secretary Sudheendra Kulkarni&#8217;s resignation yesterday, one of the major RSS demands has already been accepted.<br />
RSS ideology<br />
NDTV has learnt that these 140 pracharaks want to force Advani out of the post of party president.<br />
They say the BJP chief&#8217;s comments praising Jinnah have made it very difficult for them to project the RSS ideology.<br />
However, those attending the meeting ostensibly to discuss training are not saying much on record.<br />
&#8220;All the issues are being discussed in the meeting. We will tell you the outcome at the end of the three-day meet,&#8221; said Kanshiram Rana, BJP leader.<br />
Pressure tactics<br />
In a move directed at putting pressure on LK Advani, the RSS pracharaks are even considering the extreme step of closing down their shakhas or daily meetings of their cadre in Gujarat and Rajasthan.<br />
It&#8217;s a move they gamble aimed at hurting the BJP politically as the shakhas feed the BJP cadres.<br />
The RSS is also considering to recall all those Sangh workers who were on deputation in the BJP &#8211; again a move to hurt the BJP at an organisational level.<br />
The only thing that has emerged clearly is that LK Advani is no more the blue-eyed boy of the RSS and any attempts made by him to reach out to the Sangh are not working.<br />
While the RSS is not keen to spend its entire meeting on Advani&#8217;s political future, they do want to tell all the workers within the Sangh Parivar that LK Advani is to be blamed for the existing problems.<br />

I have to be honest. It is time to come clean. Though the rising cost of health care was indeed the primary reason my wife and I uprooted our lives and left America, it was not the only one. In very close competition was the issue of terrorism.<br />
We left America on August 1, 2003, and could not leave fast enough. Though health care is the primary reason we cite in our writing for leaving, the ongoing threat of Islamic terrorism in America was another motivating factor. Here is what I thought on the day of 9/11 and what I said to my wife at the time:<br />
*America would never adopt strict measures making it illegal to belong to extremist Islamic groups such as Hizb-ut-Tahrir or others.<br />
*America would never consider outlawing those who advocate the creation of an Islamic state.<br />
*America would never consider compiling a list of websites and bookstores that carry materials which incite hatred and violence in order to catch and punish American nationals and deport others who frequent theses venues.<br />
*America would never consider adopting the policy: &quot;Play by our rules or you have to leave!&quot;<br />
*America would never consider holding INDEFINITELY, if necessary, those who would kill us without charge. Do the words, Guantanamo and the ACLU ring a familiar bell?<br />
*America would never close mosques used as centers for fomenting extremism and would never draw up a list of foreign Islamic clerics not suitable to preach who would be excluded from America.<br />
*American government officials would never be able to reach the critically thought out conclusion that it is impossible to negotiate with terrorists and that no comprise would be possible.<br />
And just why did I immediately jump to these seven conclusions?<br />
There are two reasons:<br />
1. I immediately knew the ACLU, the self-proclaimed paragons of American &quot;moral virtue&quot; and all things democratic (yeah right-they are feared as though they are the fourth branch of the federal government), would not allow it.<br />

&#8220;Congressman Barney Frank, the Massachusetts Democrat who was a strong advocate of protecting civil liberties, led a successful effort to amend the Immigration and Nationality Act so that membership in a terrorist group was no longer sufficient to deny a visa. Under Frank&#8217;s amendment, which seems unthinkable post 9/11, a visa could only be denied if the government could prove that the applicant had committed an act of terrorism. Rendered toothless by the Frank amendment, the Reagan administration had virtually no way to block entry visas even when there was information linking the individuals to terrorist groups.&#8221;[1]<br />
And should this come a surprise to anyone?<br />
&quot;Between 1981 and 2001, Barney Frank sponsored no less than 13 amendments to the Immigration and Nationality Act, which had the effect of opening the nation&#8217;s floodgates to a well-disciplined, well-organized network of terrorist sleeper cells and support groups that have since become entrenched here in America for up to two decades.<br />
The Frank Amendment of 1989, the crown jewel of the congressman&#8217;s assault on our immigration laws, declared that a foreigner could not be denied a visa because of his ideology, which meant that that no matter how repugnant, hostile or undemocratic an individual&#8217;s politics, these could not be grounds for denying him entry into the <a href="http://selectarticles.info/tags/united-states/" class="st_tag internal_tag" rel="tag" title="Posts tagged with united states">United States</a>.&quot;[2]<br />
Gerald Posner, author of these quotes makes this observation of Frank:<br />
&quot;The Congressman exhibited an almost exasperated disbelief when I continued to query him, as if I were a knave to even dare to question his legislative record. When I evidently let on that I was less than convinced by his response, he questioned whether I had listened to anything he already told me. So chagrined was Mr. Frank that someone should be disinclined to accept his rhetoric as gospel.&quot;[3]<br />
If I may opine here, this is the typical response of someone who lives a life of untested assumptions and is incapable of engaging in critical thinking skills-now you know my opinion of Barney Frank.<br />
That is the abysmal state of the American federal government. We are ruled not by a government of the people and by the people but by a self-proclaimed human rights organization supported financially by ideologues. We are ruled by congressmen and senators who would not know how to think critically if their lives depended on it-and everyone&#8217;s does.<br />
Even as I write these words, Britain is actually implementing the seven conclusions I assumed America would NEVER implement after 9/11 occurred.[4] To say I was shocked is to put it mildly.<br />
Will America ever come to its senses and follow Britain in this measure to adopt these new and much needed, and what our friends like the &quot;good&quot; Congressman Barney Frank will undoubtedly call, draconian measures?<br />
I doubt it very, very much. In fact, I so doubt it that the wife and I have no plans ever to return to America.<br />

Dust from Deserts and Particulate Control<br />
The greatest contributor to particulate matter, which effects human health comes from the World&#8217;s Deserts. In the Western US we have huge deserts. Dust storms from China&#8217;s deserts have traveled around the World. This has affected the world&#8217;s weather patterns and contributed to even issues of Global Warming. The Sahara desert does the same. The World&#8217;s largest deserts such as the Gobi, Australian Out Back, Sahara, Arabian, etc along with deserts like our little Death Valley Desert or the California &#8211; Arizona desert make up 80% of the Atmosphere&#8217;s particulate matter which is includes all pollution.<br />

What can we do in our deserts to slow down the particulate matter in our country? In many States, Counties and Large Cities in the US, the EPA counts the particulate matter in the air. Since the biggest contributor is from the desert we need ways to keep the dust down. Humans kick up dust from transportation, we create smoke from careless forest fires and we pollute the air with all sorts of things. Even the US Military fighting for freedom in the World causes particulate matter to enter the air. We cannot stop the wind from blowing, but perhaps we can limit our stirring of the dusty sand in these sensitive regions of the world?<br />
Eliminating Dust from Military Convoys is not a bad idea and in doing so we get many benefits. One probably not thought of when fighting a war for Democracy and Freedom, Human Rights and Fairness to Women is that not only do people die which is pretty much expected but, we pollute the air too. By controlling the dust we can prevent ambushes of our troops while simultaneously preventing pollution. How do you prevent dust from convoys giving away your position to the enemy and sending particulate matter into the air, which your own team will have to breath? Giant dust clouds can be seen for miles and insurgents sitting behind walls or in ditches have plenty of time to prepare and set up for an ambush thus the element of surprise it totally gone.<br />
A friend recently said &quot;There is a company in Mexico that has created a dust mat that he believes collects more dust than any mat in America so he is taking his claim to the Las Vegas trade show next week. The Dust Control Mexico Company sells high technology welcome mats and he&#8217;s looking for a distributor. I couldn&#8217;t find anything more about this, but this might work as a material to place under military vehicles so as they drove through the desert, less dust would kick up behind them so it would be more difficult to track how long it had been before a convoy passed. There has to be something to distorting timeframes for the enemy so they would believe troops would be farther away than they were&#8211;another surprise element.&quot;<br />
Interesting indeed. Okay here is what I would do. First, use a special bottom contoured undercarriage which sends the air flow from under the vehicle and from the tires to one point, combine it with the exhaust and then send it into a venturi situation to get it moist due to coolness and then negatively ion charge it and send it back to the ground while also discharging negative ions onto the road.<br />
Yes, I am sure if we thought about this we could cover the dust from an entire convoy so the enemy never knows you are coming is this you need? We can use this for a SmarTruck III, easy to do. It would take time to make it work and time to prove concept but we could expedite it. The entire convoy might be able to be hidden by having a vehicle in the rear very negatively ion charged, like an ion breeze, (five easy payments of only $49.95 !?!), shaped like a venturi. Collect pollution, dust and leave it there. Enemy never knows you are coming so once you get there you can leave them there on the ground too.<br />
Perhaps a combination of a wet sponge under the vehicle with negatively ion charged water and the contoured undercarriage along with a negatively ion charged ceramic shell with a coating. The charge could be constantly fed into the skin of the vehicles collecting the dust, which would also camouflage the vehicles with the dust, sand or dirt picked up while driving. This means that the vehicles as they transverse new regions of terrain would constantly be changing color from the dirt?<br />
Now then can we apply these innovations to normal off road vehicles who enjoy the sport and recreation of our deserts? Can we do this efficiently? Should we be looking for ways to control the weather and create a light rain, which hardens the desert surface slightly? Can we create rain without putting particulate matter in to the air in the first place? After all we are trying to prevent particulate matter, yet many of the cloud seeding techniques require sprinkling of particulate matter such as silver iodide to get it to rain? When high winds sweep thru the desert the particulate matter makes breathing highly unhealthy. This particulate matter can travel around the world and it has been tracked by satellites where when conditions are right traveled around the globe.<br />
If we can control the wind currents and understand them, perhaps we can steer some of this wind around those dusty deserts?<br />

By controlling the weather we can make sure we get the required precipitation, keep just the proper amount of surface water on our deserts to keep the ground crusty rather than overly sandy, this way when the wind does blow it will not blow away light sand. If we can remove 80% of the particulate matter blowing from our deserts we are home free in the Global Warming category. Shouldn&#8217;t we be looking into weather control now? Not only to prevent super flooding, Hurricanes, Typhoons and Droughts, but to control the particulate matter too. If we can do this we will not have to worry about Global Warming at all.<br />

Former Governor of Alaska, Jay Hammond, died at age 83, peacefully at his home in Lake Clark, Alaska.  He served Alaska as its Governor from 1974 to 1982, the years during which Alaska built an incredible oil pipeline, banked a large amount of the oil lease revenues, and created a dividend program that every resident of Alaska benefits from yearly.<br />
Very few men are ever fortunate enough to be so productive during their public life.  Not surprisingly, Jay Hammond was respected and admired by a huge population.  He was the &quot;quintessential Alaskan,&quot; as state senator Fred Dyson put it.<br />
Jay Hammond came to Alaska following his service as a Marine fighter pilot during World War II.  He bought an amphibious plane and worked as a bush pilot and trapper.  Later he worked for the US Fish and Wildlife Service.  He developed a keen eye for protecting and preserving the environment.  Even as a developer of Alaska&#8217;s natural resources, Hammond ensured that development did not proceed at the expense of environmental protection.<br />
Hammond was elected to the state legislature in 1959 and served several terms.  He then became mayor of the Bristol Bay Borough and served as a state senator.  In 1974 he was elected Governor for the first of two terms.<br />
During his tenure as Governor, Hammond oversaw the building and the opening of the Alaska Pipeline, the oil pipeline that runs from Prudhoe Bay to Valdez.  He preserved a large portion of the oil lease revenues in the form of a Permanent Fund.  The Fund has been in existence now for over 25 years, a form of saving account for the state.<br />
The Permanent Fund might have been spent any number of times, but Hammond inspired the State to create a Dividend program to provide incentive for keeping the Fund intact.  The Dividend program provides a yearly payment to every resident of Alaska.  The Permanent Fund is like a large pension fund that every Alaskan is proud of and benefits from.  Thanks to Jay Hammond, the Fund enjoys protection and will remain in place for many years to come.<br />
Jay Hammond and his wife, Bella, lived for the past many years at Lake Clark where they homesteaded originally 50 years ago.  Lake Clark is an awesome and gorgeous large lake in the Aleutian chain of mountains not too far from Anchorage via float plane.  Remember, it was the adventure of being a float plane pilot that brought Hammond to Alaska originally.<br />
Hammond was a humble man and displayed a warm sense of humor.  Once, during a re-election debate in 1978, he was asked if he believed he was the best choice to be Governor.  Hammond replied, &quot;No, there are plenty of other Alaskans who can do a much better job than I could.  Unfortunately, none of them are running.&quot;<br />
The consensus was that Jay Hammond was the best man for the job, and he will be remembered that way.<br />

The new law &#8220;Special Protective, Antidumping and Import Compensatory Measures&#8221; differs from the old one by the fact that it fully complies with the WTO (World Trade Organization) standards. It is for the first time in the Russian practice that a law describes in detail what is necessary to do in order to protect the Russian market and how to do it. As its authors promised, the Law has turned out to be extremely concrete: it is conceived so that the officials as well as the participants of trade agreements will be able to find straight answers to their questions, and they should not search for any special &#8220;explanations&#8221; and &#8220;commentaries&#8221;.<br />
The law provides a listing of basic concepts. Not everyone in Russia, even among lawyers, will be able to tell straight off what &#8220;dumping leverage&#8221; is, and what &#8220;dumping import&#8221; is. For the majority of people it becomes a revelation, that &#8220;dumping&#8221; is not the sale of foreign goods in Russia at lower prices than similar local products cost (that&#8217;s what for some reason most people think) but the sale of a product cheaper, than local production costs. A number of base concepts comprise such, as &#8220;the material loss of an industry&#8221; (what to understand in general under the term &#8220;damage&#8221;) and &#8220;serious damage &#8221; (how to calculate it), and in general a lot of other things, which are clear &#8220;in general&#8221;, but very artful when officials start to build a state policy, based on the intuitive understanding of such terms.<br />
For example, the Law provides the description of the investigation concept, which should precede the introduction of all protective measures against &#8220;bad&#8221; foreign goods.<br />
The Law states, that the body responsible for investigation, is appointed by the decision of the Government of the Russian Federation, and defines concrete timeframe, both for the investigation, and for implementation of its results (the measures, taken according to investigation results  should be approved by the Government not later than 14 days after they are exposed). In case of a highly critical situation such measures need to be introduced extremely rapidly, as the Government can practically instantly introduce a special tax (protective import tax) on the goods that cause damage to the economy. Should it be found out later, that this tax is excessively heavy; the foreign trade participants will have the right to be reimbursed for the actual incurred losses. Such import tax cannot be effective for more than 200 days.<br />
The Law describes in detail how to establish the degree of damage to the Russian economy from &#8220;bad&#8221; import. Special protective measures have to be implemented in order to protect the economy, the Law clearly defines, what those are and in what case they should be used, for how long and what is the order of their review. The main idea behind this is that such protective measures should be lifted, as soon as they fulfill their purpose. It is important not to go too far with those measures, otherwise the market protection may cause more harm than good, creating with the domestic manufacturer a sensation of absence of competition, that the buyers will be the first ones to feel.<br />
A separate chapter of the Law is dedicated to antidumping measures. Discovering the fact of goods dumping in Russia, calculating the damage and introducing protective measures &#8211; each step is exposed in every detail, because this is a new practice for this country. Here, as well as in the case of application of special protective measures may be, the lawgiver requires that the facts should be carefully investigated, as it is possible that blind measures can do more harm than good. If dumping influence does not exceed a certain allowable threshold, strict measures should not be used. Moreover, if the supplier of the goods states in writing that he followed a dishonest price policy, and signs an obligation to stop it, the investigation is then suspended, should the &#8220;inspectors&#8221; make the decision, that the supplier can be trusted. However, tight control is carried out to verify how he complies with the promise.<br />
The Law introduces the concept of &#8220;compensatory measure&#8221; which is necessary in case when the goods, produced with the subsidies of the foreign governments are imported into Russia. In the reality however, as it has been already noticed by the experts, it is firstly the foodstuffs: the crisis of overproduction of agrarian and industrial complex, the aspiration to support quiet lifestyle of local farmers cause the foreign governments to buy from manufacturers of agrarian and industrial complex the goods at unfairly high prices, and then resell them for export at lower prices, compensating the difference from the budget. The demands of domestic manufacturers of agrarian and industrial complex &#8220;to forbid&#8221; such imports was faced with fears, that the sharp interdiction of imports will not cause the growth of own production and will result only in shortages and price increases. The Law has defined the &#8220;golden balance&#8221;: the investigation concerning the subsidized import is conducted extremely objectively, abstracting from lobbyism of domestic manufacturers.<br />
The document is extremely transparent, as it could not be any different. The attempts to declare a &#8220;trade war&#8221; to Russia when its goods are exported to some countries, on one hand, as well as obvious practice of &#8220;bad import&#8221; to our country from which we were not protected, on another hand, have forced Russia to use protective measures (on import of fowl, beef, pork) before the adoption of this law. It caused an ambiguous and sometimes extremely strong reaction in the outside world. The reaction of Russia&#8217;s supporters during the WTO negotiations was especially painful. There was not a single country at this stage of joining the WTO who dared strengthening its protective measures. Russia has invested a great deal of efforts to prove, that it had the right to protect the market, and has spent a lot of time to explain to foreign experts, how its market was going to be protected.<br />
